現(xiàn)代化進(jìn)程中的城市社區(qū)黨建研究.pdf

2、念在中國(guó)提出、發(fā)展的歷史進(jìn)行了考查,分析了社區(qū)黨建的內(nèi)涵,論述了開(kāi)展社區(qū)黨建的必要性并充分說(shuō)明了社區(qū)黨建與傳統(tǒng)黨建的創(chuàng)新之處.三是,對(duì)社區(qū)黨建與街道黨建、社區(qū)建設(shè)以及社區(qū)居民自治的關(guān)系進(jìn)行了邏輯劃分,揭示了三者之間的異同.第二章主要解決為什么要開(kāi)展社區(qū)黨建,論述了五個(gè)問(wèn)題:一是,對(duì)現(xiàn)代化這個(gè)時(shí)代背景進(jìn)行了理論介紹.二是,分析現(xiàn)代化、社會(huì)分化和社區(qū)黨建的必然聯(lián)系.三是,進(jìn)一步分析社會(huì)分化對(duì)社區(qū)產(chǎn)生的重要影響力,就是城市管理體制從單位到社區(qū)

4、和推動(dòng)基層民主幾個(gè)角度進(jìn)行了分析.第四章主要分析了社區(qū)黨建的任務(wù),回答社區(qū)黨建要干什么的問(wèn)題,論述了四個(gè)方面.一是,構(gòu)建社區(qū)黨建新格局,從總體上把握社區(qū)黨建的基本任務(wù).二是,社區(qū)黨建運(yùn)行機(jī)制建設(shè).三是,建立社區(qū)黨建領(lǐng)導(dǎo)新體制.四是社區(qū)思想建設(shè),這是思想保證.第五章主要總結(jié)了目前社區(qū)黨建的基本經(jīng)驗(yàn),解決的是社區(qū)黨建怎么干的問(wèn)題,論述了四個(gè)方面.一是,歸納了上海、沈陽(yáng)和武漢三種社區(qū)黨建模式.二是,社區(qū)黨建屬地化.三是,擴(kuò)大社區(qū)黨的工作覆蓋面

5、.四是,擴(kuò)大社區(qū)廣泛參與.四個(gè)方面總結(jié)了目前社區(qū)黨建方面積累的一些基本經(jīng)驗(yàn).第六章主要分析目前社區(qū)黨建工作中碰到的困難和難點(diǎn),從更長(zhǎng)遠(yuǎn)的角度解決社區(qū)黨建怎么辦的問(wèn)題,分析了四個(gè)方面.一是,如何加強(qiáng)社區(qū)黨組織建設(shè),為社區(qū)黨建提供組織保證.二是,如何構(gòu)建社區(qū)黨建的共駐共建機(jī)制.三是,如何加強(qiáng)社區(qū)黨員隊(duì)伍建設(shè).四是,在前面分析的基礎(chǔ)上對(duì)社區(qū)黨建的發(fā)展趨勢(shì)進(jìn)行了展望,提出了成立社區(qū)聯(lián)合黨委、社區(qū)聯(lián)合工作黨委和社區(qū)黨委的設(shè)想,并逐一進(jìn)行了必要的分
