3、nterprises. The number of the small and medium-sized enterprises is very large and they have strong vitality. In our country they have become the backbone of the development of economic. The small and medium-sized enterp

4、rises play an important role in promoting economic growth, optimizing the industrial technology, increasing financial revenue, absorbing the surplus labor force and other aspects. But the development of the small and med

5、ium-sized enterprises is constrained. The reason of problem is the slow growth, the difficulties of finance, the heavy taxes and fees and also other issues. The focus of the paper is how to use some policies to guide the

6、m. The purpose of this paper is to find out the deepest reason of the problems, with the method of coming into some difficulties through the process of supporting the development of the small and medium-sized enterprises

7、 in Tieling. Then we can put forward some exercisable countermeasures. The countermeasures can be taken as a reference by other small and medium-sized enterprises. The paper embarks from the researches of the theory of

8、 small and medium-sized enterprises. Using the method of literature, indirect survey, comparative study, the paper discusses such questions: First, from the perspective of the management of small and medium-sized enterpr

9、ises, the paper which combines with the functional characteristics, means and focuses of municipal industry and the management of the small and medium-sized enterprise looks for the new ideas. Second, the paper draws les

10、sons from advanced experience at home and abroad to support the development of small and medium-sized enterprises. Third, this paper relies on the actual work in the government of small and medium-sized enterprises in Ti

11、eling to adjust the countermeasures and suggestions. To sum up, in this paper, the aid policies of the small and medium-sized enterprises in Tieling has some problems on financing assurance, the support of finance and t
